The continuous dynamics of environmental as well as socio-economic conditions generate challenges and pressures that need to be addressed. In the last two years, these have been compounded by the pressures brought about by the COVID 19 pandemic, which has had a negative impact on the entire social and economic environment and has generated shocks propagated at all levels, both globally and institutionally, affecting the individual not only in terms of human inter-relationships but also in terms of work environment, productivity, etc. The role of research in general is to increase socio-economic and human resilience to shocks and pressures generated by global or one-off crisis situations, such as the COVID 19 pandemic.

In this context, taking into account the impact of general pressures as well as the specific effects of the COVID-19 pandemic at the institutional level, in order to accelerate the trend of increasing institutional competitiveness and post-pandemic return to positive dynamics in terms of human resources and scientific performance of INCDSB, it was deemed necessary to reconfigure the institutional development plan starting from the specific situation of 2020, considered as the reference year.
